Why because of a few hundred reviews when the amount of people that purchase and play these games are in the thousands? These fools are in the minority, just like those who comment on sites with negative dribble, those who go about sending out death threats to devs etc.
It just needs to be known that this is the case for those who don't realize but honestly common sense would tell you.
Almost half of PS4 owners didn't own a PS3 last gen so many of them are most likely familiar with Bungie. Let's not forget those who own multiple consoles. I own a PS3, PSR4 and 360 so I've already met Bungie.

It won't live up to the hype for everyone, no game ever does. There will always be someone who is let down, due to super high expectations and other factors.
No it is not only about that, the game has an overall story and it is an open world to some degree so you can explore.

Watch Dogs was over hyped there's a difference. The game is viewed as a major disappointment by the majority who played it. That isn't overrated if you agree.
If it was called the best game ever by most who played it and you felt it wasn't then you can call it overrated.
