The 8800 GT, 9800 GT, and 8800 GTS cards would run the game quite well and those cards are pretty cheap.
They should be able to be found for less than $100.
I run E:TW on my 8800 GTS 512 at High settings and the frame rate is great.

If you want the extras (campaign map, History Channel DVD, art book, extra units), then I suppose the Special Forces edition would be worth $20 more over the regular edition, but to me it's not worth it.

As long as computers exist, computer games will exist. Retail sales in the U.S. may be down (as a result of a shift towards digital distribution), but, worldwide, PC gaming--and gaming in general--is continuing to grow.

HDDVD18, that is incorrect. Hertz is used to specify the screen's refresh frequency. Frames per second is how many frames the game is rendering per second. The game could be rendering 85 frames per second but the screen could only display 60 per second because it's a 60 Hz monitor.
