I personally really dislike MGS4's box art.
I would've preferred a stylized drawing, like MGS4's special edition's box art, instead of a 3D render.
The PC version has achievements as well.
They're not tied to your Windows Live ID, but they're still essentially the same achievements.
If you have a powerful videocard (something like a 9600 GT or 8800 GT), I doubt it'll noticeably affect your frame rate. Maybe a 1 FPS difference at max.

The announcements of III, Vice City, and San Andreas for the PC happened months after the console releases.
The whole price and compatibility thing is a very big misconception.
The price of a PC capable of playing the latest games at good settings has gone down significantly. You could build a PC capable of producing graphics on par or even better than consoles for around $700. (Not factoring in the monitor). And compatibility issues have gone way down. Nowadays, it's pretty much plop the game in the disc drive, install it, then play--same process as some PS3 games.

If you want to play the game with no problems, just buy the PC version. It's like $30 and just about any PC can play it.
