Tegra 3 tablets are coming out in August. The NGP is coming out in late 2011, might even slip to next year.
Also, Tegra 2 released before other dual-core chipsets by at least 6 months. The discrepancy in performance is understandable.
Tegra 3 is coming to smartphones in late 2011, early 2012.

If you don't like cellphone games, you can always play PlayStation, N64, SNES, etc. emulators. :) You can buy gamepad attachments for phones.

Minecraft
It's just first impressions that make it seem similar.
In both games the first thing you do is whack a tree and just start mining for material, but after that Terraria is way different. You can fight bosses, buy items, there are way more mobs, several times more weapons, etc.
Minecraft is more of a building game whereas Terraria is more of an exploration/action game.
The PS3 controller has 250% more latency than the OnLive controller. ;)
