Popularity may be some factor, but it's not a real determining factor. If you base it on popularity, that like saying the best painting is Mona Lisa because everyone knows what it is. That's ridiculous. I'm definitely not being a smart ass when I state this, but your logic is just flat out bad.

A.) you're now confusing the market,
B.) you're introducing fragmentation,
C.) you're now asking for larger cash flow and need to justify it,
D.) developers have to decide if they are to support the micro consoles and work in forward and backwards support AKA you're never really able to fully utilize the new hardware...
