Yes, but with the advent of Steam, piracy has become far less of an issue for PC gaming.
You also have to remember, PC gamers aren't as interested in those genre of games.
That doesn't have much do with 1080p, rather, it's just a not-so-good game.

I have a larger TV; if I'm using 900p resolution (which believe it or not, has its downsides to 720p) it's defiantly noticeable.
