Pretty sure it will be a long way off, but rather ridiculous notion to not want to play a future release. It's a good game, not an excellent game, and fun to play compared to the tide of dross titles that are constantly released. So, taking into consideration it takes years now to make a quality game, and that it could be years till 4 gets a release, don't wish away a potential good game so rashly.. otherwise you might have nothing to look forward to playing at all.
Publishers hate second hand game sales, purely for the fact they are losing a sale. That's why they are pushing digital, because the owner cannot easily sell the game on. Agree with some of the points raised.. the most important thing to improve would be a village should have more than 10 inhabitants, and a decent town about 200-300 +.. I would seriously expect villages/towns/cities to have the size and life of those in The Witcher 3.. that's the benchmark.
The Cel Shading art style of the game is quite unique, so graphically Borderlands 3 should look great. If they simply follow the last game, having several large open play areas, I imagine fans will be disappointed after waiting over 7 years. Another Bioware success.. If they don't fold they really need to go back to the drawing board. The next Dragon Age needs to be single and coop play only.. no microtransactions.. and Bioware need to seek inspiration from what made the first two Mass Effect games, and the first Dragon Age game, such successful and memorable titles.

Ambitous and visually stunning.. but becomes slow and monotonous after Act 3, with repetitive animations you cannot avoid. Found it boring and had no will to get to the end of an over long, cliched main story, that skirts around certain moral issues, without really doing them justice. God Of War was far far better, and kept me interested until the end.. and beyond.
