It's called lack of optimization. I could make a game with crap graphics that would bring a high end PC to it's knees if I don't tweak and optimize the game's code to run efficiently.

I disagree with best FPS controls on a console. I've been trying out a Frag FX for the PS3 and I must say it's a bit better than the Wiimote, at least in my opinion.
