Their are multiple reasons why your PS4 might be getting slower speeds then your PC. But "Limited Bandwidth" isn't one of them.
If you open up ports that the PS4 uses for down/uploading I'm sure you will get better speeds.
Is your PS4 on wireless?
Is your PS4 running a Cat3 cable?
I currently run a 80/30Mbps connection and my speed tests usually show 75Mbps+ for both my PS3 and X360

Play games- Which are less expensive then on PC ...

That's just the GPU!
CPU is close to 4 years old.
You also have the minimum CPU requirements.
Paying $800 for a moderate PC is a lot for some.

Anyone trying to run this game on Ultra with 30+ FPS is going to be paying out the arse.

I always assumed people who play video games knew a little about the tech they use.
Look at any HDD and you will notice they advertise more on the drive then what you actually get.
My 12 gig S3 has a 4gig MSD card, guess how much space it actually has? 3.78GB
The PC I'm using now has an old 250GB HDD, it really only has 232GB.
My Win 8 OS uses 20GB on this POS 250GB work computer.

Amazing game even compared to Oblivion.
Daggerfall was also an unbelieveable game for its time. I never owned it but I played the timed demo about 20 times. I still remember "sleeping" in a shop until it closed and robbing them blind.

You don't buy PS+ for the betas. Most do it for the free games/discounts/full game demos you receive. Having an elevated chance to play in big game betas is icing on the cake.
People bought crackdown/ODST to play in betas and I personally think both of those games suck.
