This won't be out in 2019, I'd be surprised to see it before 2021.
I believe it stems from the fact that DiRT 4's "simulation handling" didn't live up to that which was found in DiRT Rally before it.

Well DiRT Rally was pretty serious I thought. The beauty with DiRT 4 is it looks like it will be a game for enthusiasts and newcomers alike.
