The problem is that the Fallout series is centered around 50's Americana and the Vault Program (also integral to the series) only takes place in America.
So unless they do a retcon, we'll likely never see a Fallout game taking place on foreign soil...at least not a main title anyway.

I'll agree with your first 3, but Halo and Killzone have absolutely not outstayed their welcome, there's a reason people are still foaming at the mouth for Halo 5 and Killzone still has a few tricks up its sleeves as well.

If I had to guess, we'll get a release date for the Beta around E3, that's also likely when we'll get the multiplayer reveal trailer.
