10/10 doesnt mean Perfect, it means Amazing, incredible, probably game of the year, more than we espected, worth your 60$, etc. A perfect score mean greatness. Nothing is perfect in life, its the same for the games, so a perfect score can exist.
i guess the DLC are good for the 360 owners, because the 2008 exclusive line-up is not as big as PS3, with Resistance 2, LittleBigPlanet, MGS4, etc. I personnally don't need DLC because i get bored with a game too quickly. After i'll finish GTA4, i'll want a different gameplay.
