The thing is, people who by a gaming handheld are obviously guarantee to buy it for the sole purpose to playing games.
However you really cant say the same for those who buy different and incompatible phones or tablets. They can be buying those devices for numerous things other than gaming, so who is to say Capcom or any of those publishers is going bank on those uncertain merits?

See this is the kind of thing Sony should be doing for some of their other ips as well. Like resistance 3, its all about exposure, let the people know its coming, make them aware and want it in a big way.
