It's the reverse, PS2 version is the older one with forced AI-controlled party, you can only set their strategies. Play the PSP version if you want to have the option to control everyone.
For me, fire emblem is currently at the top along with Persona. Old Tales series are great but recent games with corny english dialogue and often cliche coming-of-age stories kinda make it go down on my list, still gonna play all of them though. Xenoblade is just awesome, I literally bought WiiU just to play Xenoblade Chronicles X.
