They all look really good , not just in terms of detail but art style/direction as well.

To be fair Horizon and Rivals are open world games - which are more demanding than circuit racers hence the 30fps.
So long as the game is fun to play that's what really matters , and DC certainly looks very nice - but given the easy to develop for nature of the PS4, the hardware advantage and the extra development time - it's easy to see why people expected more.
To a degree yes, BUT , there are many people in China who have been obtaining video game consoles/games illegally (due to the ban) so there clearly is a market.
It might be a niche market - but these people can now buy consoles and games upfront legitimately - that alone might open up the market to those put off by the rules that were in place before.

But people have different preferences , and each console has it's own advantages - they're all good in their own way.

The video sequences are the parts in between the levels - you can tell by the change in contrast - example when the chain tower collapses - video - the speech on the boat -in-game .
The quality is the same. Even during gameplay - like when Marius tells his troops to hang the head were the Barbarians can see it - the quality is identical.
