They should start supporting Xbox first. The rumored Ni No Kuni 2 coming to Xbox comes to mind.
There are already games that perform at 125% extra pixels going from PS4 Pro to Xbox One X with extra graphical features too. The difference is very visible to the naked eye, because the naked eye can clearly see the difference between soup like results and clear sharp picture with detailed textures.

some people still play on NES, and SNES happily on 8-bit or 16-bit. They really can't tell the difference either. Basically that is irrelevant. The people that care can tell. Those that don't can get an Xbox One S.

Only in development for PS4/PC does not mean it cannot beported later to Xbox. They need to say, the game will not come to Xbox period.
