Firstly, VG charts is not an LLC which has their own algorithm for calculating sales, nor does the guy have the actual data. So in short, he is making them up based on market trends.

Of course it matters. Software support is the name of the game. Most gamers dont understand this and they feel ppl clap up sales just to do it, or that the real winner is the company who makes more money.
A consoles install base matters because it cascades to support from software developers. More sales means more games.
