This is a remake. The game is ported to PS4 with the DLC.
It dam well should be cheaper than the original.

Even the toughest port is still just a fraction of the labor when the product is already made.
There is no story to write, no artwork to ponder, no storyboards or other myriad of things which a new project require.
You're coding the finished game to a new console. It may be somewhat intensive, but there aren't 200 people working on it.
The overhead is small and the profits are gigantic.

The facts are that the PS4 is more focused as a pure gaming machine, as evidence by the hardware.
The Xbox One is more of a multimedia hub and it does multitasking beautifully, as shown by the hardware.
Play the dam exclusives you prefer. I prefer Sony exclusives. That is subject to change of course, if SONY elects to continue giving remakes rather than new games.
