To answer your questio, no I haven’t seen an official statement. It seems obvious to me though. The only leverage they would have to deny it is holding the XSX hostage and that would be a dumb move that goes against everything they are trying to do. Do you see Ms denying third party a platform? Not likely. Maybe they have plans to do the processing offsite and the raw power of the XSX will lose its value.
No it’s not, that’s the trade off. You can complain that you can’t have both or you can be an adult and choose performance or audience. If something like this “holds a dev back” then they aren’t a very competent dev (or publisher to force that on a dev).

I think it’s pretty smart. I was going to hold off on XSX because I can play future games on my current slim and gamepass. That is a solid next gen entry point and it will quicken the transition for sure. I’m probably going to get one.
