Simple answer, no.
Just finished playing this game a few days ago. I really enjoyed it for the most part. Story was interesting to me, characters were okay. Combat was was unique and I liked it but you get a character towards that end that is really OP and makes all the final bosses really easy. You would have to just not use that character to make the end of the game challenging.
According to what I read this demo was running in 8k resolution. Of course you would need 4 Titan X's for that.

I would have assumed the point of this would be to inspire top tier mods that resemble what you would expect from official DLC. But if they're only gonna get pennies for it you are basically just paying Valve for something you'd get for free anyway.

It would be nice is any dev could just patch it in there. I doubt it works like that though. Most likely DX12 has been known for a while by developers, maybe those games were already made with some DX12 features in mind and they will unlock those features once W10 is out. That's my guess on it anyway.
Almost forgot, there's the XBO as well. I'm sure Microsoft has been pushing that API for a while if it can do anything to help XBO performance for those games.

Resolution matters when it comes to graphics. It doesn't actually have an effect on the gameplay. I see a lot of people saying resolution doesn't matter it's all about the gameplay, but gameplay doesn't matter when you're talking about graphics.
Hardline for example is on PC, One, and 4. Gameplay is the same on the 3 platforms, but the graphics are different on each one. Since I know the gameplay will be the same, I would get it on PC since I know the graphics will...
I would have thought it would be closer. My last two cards have been Nvidia cards because of Shadowplay and energy efficiency. But still thought it would be more 50/50. Maybe the 300 series will woo more people over to getting AMD cards.

I played DS2 on PC at 60FPS just fine.
They already said that RE# games were gonna all be crappy action based games from now on despite it being their AAA product, and that Revelations is going to be the game we want but they aren't gonna really put any money into. For a low budget game Revelations 2 was awesome. 25 new and beat out RE5/6 to me.
