No, the new RDNA2 architecture will allow different technology to be used, such as hardware accelerated Ray Tracing, which the One X can't do, and then you also get the benefit of the much better CPU and the NVMe SSD, so Lockhart isn't for nothing. Besides, AMD probably won't be producing the hardware inside of the One X for very much longer, since it's old tech.
It isn't enough to say that a game runs @ 4K/60 anymore. My old GTX 780 can dun the original Doom @ 4K/60. We need to know what PC level of settings we're getting, when it comes to textures, shadows, lighting and so on. What settings are they turning down to make the game run @ 4K/60?
