It's not CGI. When you're playing the game, all cutscenes are gonna be like that. Now, I prefer the 900p version than the 1080p one, characters's faces can be seen clearly now.

Also NOT GOTY =/= NOT GREAT GAME. Some of great games doesn't need to be rewarded by Game of The Year awards, there always be a Leonardo DiCaprio or Brad Pitt of gaming.
