The theme is basically Communism, so it's not "making fun" of Russia.
It's using Communism as gameplay mechanic, which I imagine is scary/controversial/bleak for most Americans.

I think it's because of the same reason Movie video games tend to be bad.
Canon, especially with Comic Heroes and their heavy driven stories, we tend to expect these characters to act a certain way.
(guessing) when a developer is stuck with a super hero story or movie, he/she is (feels) instantly trapped or limited. (..and it tends to show.)
Example:
Superman 64. Gold rings are for Sonic, not Superman.
