They may have different business models, but they play 95% of the EXACT same games. It's going to be nearly impossible to have two different policies regarding the exact same games.

By the time PS3 came out, PS2 had already had THREE years in which it sold 20+ million. By contrast, PS3 never sold more than 16 million in any year.

The reason DRM will exist on PS4 as well as Xbox One is because the most of the money will go to the publisher - not to Sony or MS. After all, it's the publishers that have been complaining about used game sales hurting them financially, and most IP's are not MS or Sony's property.
