Max on PS4 dev kits is 2.75 Ghz and they said they could breeze by with 2 Ghz just fine without too much power consumption or heat.
1.6 Ghz was always just what everyone assumed it would be before the FCC actually confirmed what it was. No one knows what the retail PS4 units are running at yet so why bother.
