If its in standby mode yes it will be just like the first update.

It was not rushed MS knew what they had and what they were doing pushing the gimmick of Kinect 2 WOW! they should have just built a gaming console not a doing eveything box thats not great at anything just average at everything. they should have used a better GPU and GDDR5 ram they skimped on the console to force Kinect 2 on everyone.
FORZA 5 is downgraded from what was shown at E3 which is sad.

It would be better if you could upgrade your HDD on your own like you can on the PS4. Not be forced to wait for external HDD support or buy another console.

Thats what was done with the new Tomb Raider PS4 version runs 60fps @1080p and XB1 runs 30fps @ 1080p with dips down to 18fps. the cause a weaker GPU and the the use of DDR3 ram instead of the faster GDDR5 ram. Even with the ESRAM there is still a bottle neck created by the weaker GPU and DDR3 ram.
It won't help. The only reason FORZA 5 runs at 1080p 60fps is because of baked lighting no weather and no real time lighting and only 200 cars and 14 tracks. 8% will not help. Then norm will be 720p 30-45fps or 1080 20-30fps.

Do some research and you will know. Check IGN and the Offical Gran turismo site. Forza 3 had 200,000 to 250,000 per car and Grand Turismo 5 has 500,000 per car sorry the truth hurts so much check the facts they are out there.
Dude GT5 has 500,00 polygons per car so 250,000 is not good.
