Unless something goes horribly wrong which causes you to be dropped in to a command line which would either require you to fix something or reinstall SteamOS, I can't see this being the case.

No, it's a console which has its own controller and custom Operating System, just like how the PS4 and Xbox One are.
This platform is simply more open for other hardware manufacturers to join in on the fun.
You could also turn your own PC in to one, but I don't think this is really the point of SteamOS.

I was actually amazed at the difference when i upgraded from a Radeon HD 4870 to a GTX 680 lol. The performance difference didn't surprise me, but how cool and quiet the GTX680 ran in comparison to the 4870 was surprising.
From what my friend who owns a 7970GHz tells me, this has not changed since. It's power hungry and makes lots of heat, but for what he paid for it he's happy with it.
I'd rather have an Nvidia myself.
Some people simply use their PCs to play the same games which are available on consoles, for those users I see now harm in defending their purchase of a PC.
At the end of the day they are all gaming devices with their pros and cons, and they run (mostly) the same games, so I see no problem with comparing them.
Just because one type of machine is upgradeable and another type is not doesn't discount it, it's just another way to play the same games unles...

Bought Final Fantasy VII. My PS1 version of the game is getting a bit worse for wear lol. This version shouldn't be bad once I've swapped some audio files to fix that damn midi music.
