First of all, that demo is absolutely nothing in terms of tech used in it compared to Samaritan. I don't see it using real time local reflections, displacement mapping, shadowed point light reflections or any volumetric effects. If it does, I wasn't looking good enough.
The point is, this is nothing unachievable, especially for next-gen consoles. I expect games in their first year or two to look like this. ;)

Dude, technology doesn't work that way. You can't just add execution units to a CPU as much as you like. The first consideration is the die size, the second one is the TDP, the third one is making sure that all cores are properly connected with a wide enough bus which wouldn't clog the data flow, and many more.
You probably don't understand half of this so why bother speculating about something you don't know.
