I think youre right, the emotional scenes in the last of us were the best but bioshock infinte story was pretty good.
But Dynasty Warriors 3 was the best and still is.

I loved this game , why didnt they make another one
If there will be a sequel , i think its gonna be what MizTv said , think about it why is there 20 years after the intro , maybe they were planning on a prequel.
bioshock's story is more creative than TLOU because i think TLOU story is a cliche and thought of before. so its a tie to me. i still havent made up my mind about who deserves GOTY.
if they are releasing the dlc , maybe it means they will start making the legend of dragoon 2.
