First off, Remedy are that caliber.

Because those with that passion are then hired by both Remedy and Naughty Dog
Or maybe you just don't notice just how good some dev teams are (COD devs, ID, Machine Games, Visceral) making games is VERY HARD and anyone who can do that on a AAA level is of that caliber.
