Perhaps the way to get that answer is to approach Bandai Namco and Slightly Mad Studios and ask them questions, such as 'Can you give us a breakdown of sales per platform?'.

Who cares whether it should or shouldn't? It will have multiplayer because R* knows a lot of people want it.
Racing games don't have the same level of mass appeal compared to Fifa, or certain established FPS games. Despite this, I think Microsoft will continue to develop Forza and Forza Horizon even if the franchises may not break even or meet sales expectations. They realise the importance of having a first party racing title(s) and maintaining the player base for it.
Quantum Break was a high profile title for MS, who were likely looking to emulate the success of similar third person action adventure games. They had a top quality studio developing it, and it was to have a unique selling point with the live action episodes. Expectations were high, especially amongst the Xbox console owners, but unfortunately the sales didn't match the hype.
