early GT5 builds show that AI tends to avoid you, no matter what, they even dodge you.
on top of that, it has also been stated that AI gets more aggressive when you level up.

this is a simulator. if you find license test irratating, then you should just STFU and go play arcade racers such as NFS,Grid, etc...

it does that because if you have full damage at the beginning of the game, you're going to be paying a lot of money to fix that car, and that aint cool. you'll go bankrupt before you know it.
