One word: Cost.
Microsoft doesn't pay anyone they have their own servers which makes it very easy to have Cloud features in all first party games. Microsoft has spent billions to get their infrastructure to where it is today.
Then they would lose money, it already includes the limited edition copy of the game.

So can Capcom release SFV on Xbox One because the own the IP? No. Because there's clauses in the contract just like with SSOD, they cant release SSOD because MS funded it.
If its multiplatform Microsoft won't be funding it consider that.
@Pumblechook. Microsoft funded and marketed SSOD even if it sold 1 copy insomniac didn't lose anything also they would have to go elsewhere for funding if they went multipkat which I doubt since they have a solid partner in MS.
You don't know the sales aims for SSOD therefore you can't say it underperformed.
That's where MS steps in. With their money AMD will finally be able to compete with Intel and Nvidia again.
No one is gonna partner with Nvidia unless you want to pay premium prices for next gen consoles which neither the big 3 or the consumer want to do.
