Its not an Indicator at all, It all depends on the publisher's marketing. Okami is a legendary title, considered the best game ever by many. But it sold HORRIBLY. Same goes for other gamese like Panzer Dragon Saga, Shenmue, etc...
It all relies on the marketing, No matter how quality your title may be. Thats why we see very bad games sell well, while a lot of quality titles barely reaching the 500k mark.

Quality has nothing to do with sales, or else Nintendo Dogs would be the best game ever.
And seriously? You don't know of the Total War Series? Its last game Medieval 2 Total war was an AAA title. But the one before it (Rome) is a legend with a 93 metacritic score (higher than Crysis!)
And Medieval 2 Total war is higher than Crysis warhead too.

I can't beleive some people are mentioning it besides games like GOW, NG, DMC.

None of their games was less than AAA (When they were CLOVER/Capcom Studio 4)
Yakuza games don't sell that good.
Not to mention, 3 of the highest Rated games on it (Okami, Zelda TP, RE4) are Last gen ports.
There is like Galaxy, NMH, and SSBB only which are AAA titles.
The rest are either Good/Mediocre or just plain crappy.
