There have been an enormous amount and the majority have been due to bad games with no real remedy for a fix.

Not any more than others devs. It has always being their money on the line. It's not like they can gurantee a profit. They pay their devs and pay for the advertising and marketing.
Who do they have to answer to and for what do they have to answer exactly?
Consumers don't own them and consumers are free to not buy their product.

It's not just cyberpunk. In court you can't say stuff like it was buggy and therefore you can get sued.

The issue at hand is if the wrong is actually justifiably illegal and proof of wrongdoing.
Many times games come out with bugs and glitches so there can't be any wrongdoing there.

My own pc which I don't have the space to use for gaming anymore is very similar as well. So I know I could run to the game at 1080p settings and have a decent experience.

Yea I think you might be mixing the story with the voice acting and animation work. The acting and graphics are incredible and they help convey those emotions you're talking about. The writing is separate and that's what many had an issue with.

Stsrted playing this recently after getting it on sale.
It's as good as the 2016 version. I do find it more chaotic but that's intentional I think.
Defijitely getting the hang of it after 3-4 hours. It's all about killing demon's the most efficient way possible while being on the move. There's actually some strategy involved in the game.
Then you wait. And even on the pc versiin there were a lot of bug reports.
As well as clear issues with optimization...but somehow both of those things went over peoples heads when thinking if it will have issues on the base consoles.
