As someone who bought all perks and weapons, I can tell you definitively, they are balanced. I dont even use anything outside the Enforcer anymore. The perks dont cripple the game, as they are situational at best. The weapons are all balanced and fairly weak in general. Especially that launcher. It sucks tremendously, even with the perk paired with it.

I agree with your PC comment, as I game on PC, PS4, and Wii U currently. Im no graphics whore, but last I checked 1080p 60fps is the norm on PS4. I suspect as console potentials are realized 1080/60 will be norm on X1. I hope at least. Wishing ill will on any gamers experience is ignorant.

When a games net code is designed to dumb down your internet connection, so "everyone is on a level playing field ", I consider that a broken online. COD has had horrible net code and lag compensation since BO1. COD even removed the recording of your game sessions due to the proof it showed. If you recorded your game real time and matched it to the in-game recording, you could easily see that you could be anywhere from a 2-5 second disadvantage.
Seeing as how Shovel Knight uses 16 bit tech and music, also taking 'ques' from other 16 bit games. SNES is the right wording.
The Enforcer is weaker then the revolver. The double barrel is a joke. The launcher is a joke. The Assault Rifle downs quicker then the Spectre. Look at the stats as proof. Where do u get unbalanced? If anything the double barrel and launcher should be increased.
