They have their customized UE4 build. It takes time and effort. Check Project Mara.
Many devs do. Ubi Montreal used highly customized UE2.5 for last 2 Splinter Cells and those look better than many UE3 games of 2012/13.
Rocksteady used a highly customized UE3 for Arkham City and still looks good and better than many UE4 games.
MK11 still uses a very heavily customized build of UE3 (yes UE3 in 2019, not UE4)

They should've went ahead with the development utilizing their highly customized UE4.2 and release the game sooner. It was bound to look pretty good.
And then start work on their next project using UE5 from ground up.
Senua I was already a pretty good looking game.
UE4 to UE5 transition for a large game with extra dev customization will take time and then there's also time required for optimizations and further bug fixing and QA testing.

Wouldn't hurt to get another famous game-engine in your bag.
id-tech has its limitations. Its very linear FPS focused. Arkane and Tango faced the issues and switched to UE4 for their upcoming projects.
Arkane Austin chose Cry Engine for Prey.

Its easier to make a racing game look much better than an action game on same hardware due to the limited control options and camera traverse of racing games and thus save on render budget.
Just check the GTs on PS2s.
One can't directly compare a racing sim to an action adventure title.
Plus Horizon 5 is using much more photogrammetry this time as stated in their deep dive.

🙄 Really? Who wouldn't want new stuffs to be shown.
I am just assuming.
Or else Avowed and Hellblade clips would've been in the main show instead of 3rd party like FarCry 6 or Back4Blood.
