Just a guess, but...
It's doubtful that graphical content has anything to do with the difference in frame rates. There's a lot of AI & Physics going on in a football game. The 360 has a lot more general purpose computer power than the PS3. The programming techniques being used to handle the AI & Physics probably don't lend themselves well to the Cell architecture.
Keep in mind that this game is being developed by Ensemble Studios. They develop the Age of Empires series, which is the best selling RTS. The devs there are HUGE Halo fans and they have focused a lot of effort on bring the RTS experience to a console controller. I am a developer in Dallas (not in the gaming industry) and I work with a former Ensemble Studios employee, who still stays in touch with some of the devs there.

It's hard to begin describing how much better the CryEngine is. Depth of field, motion blur, skin texturing. The list goes on. BTW, CryTek (the game) is not coming to any consoles. Linux isn't battling Microsoft in the data center. It's battling (and beating) Unix.
You don't need a 360 to use a 360 Controller for Windows.
The units you "control" are being played by real human beings. You direct them providing strategy, they play the characters providing tactics.

That is a misleading bit of journalism intended to incite the masses! When you purchase a game, you don't BUY the content, you license it.
This is a future revenue strategy that I suspect more game companies are going to employ. MMO's paved the way. Games are getting very expensive to make.

The whole 360 is not next-gen is pure Sony marketing (I used to work for a marketing company so I know exactly how the game works). Sony is trying to stave off the drain of customers due to its late entry into the next-gen game.

SPEs will not improve the quality of the static graphics. Frames are not generated by the CPU. They haven't been for over a decade. GPUs are responsible for generated the frame based on geometric / raster / effect data.
Introducing an SPE into equation, if it were even possible, would bring the whole pipeline to a grinding halt.

Not so my little PS3 apologizer. On 24 fps film (and 30 fps video) each frame is an exposure equal to 1/24th (or 1/30th) of a second. Therefore, any motion during that exposure is manifest on the frame as a blur, preventing the human eye from distingishing the lag between frames.
