You should always prioritize the platforms with thr bigger userbases while managing the budget. That's the reason Rocket League etc got successful because they kept their promise. PC/PS4 is how its done if you lack manpower to target multiple platforms simultaneous launch.
And no one will still buy it on Xbox One.
