That is what E3 has always been about. It's never been about showing whats coming in a few months. It's about showing games that will be coming Next year.
And that is what Sony mostly does. That is what pretty much every company does.
Xbox fans as usual tried to move the goalposts last year because Microsoft only had games that were coming in the following months. Thats only because they barely had anything new to show.
I'm not sure were you got a PS4 NEO delay from. The rumour always was that they would announce it at the Paris Games Week and release it in the same month (October).

I think most websites are getting too hung up on saying the 2 companies are trying to out do each other and worrying about which one goes first. Both Sony and MS are only focusing on themselves.
Sony isn't showing NEO because they don't want to stifle the PS4 sales until it's released. NEO will be announced and released with a short time span in between. Same with Microsoft and the Scorpio
