There is no need for HD on a portable to make a game look good.
The only thing i want confirmed the most is that it'll have a second analog stick. A second analog stick would work great as a gimmick.
Engadget is the only one "confirming" it to be real, and it most likely is imo.

The PSP phone might not even be using the Playstation brand, maybe just a mobile phone with controls to play games (most likely ports) and we have no official details of the phone (if real that is).
But i still think it's going to work with the move, maybe not at first, but with a move patch later on.
Strange, seeing as it's being listed for both the PS3 & 360 in several gaming websites.
Interesting tidbit: Kinect is not the lead platform.
But HD on the go ? A second analog stick will be quite fine im sure.
Not all fighting games are like Street Fighter/Guilty Gear.
I can picture a MMA game for Kinect........but i doubt it will be anything close of 1:1.
