Depends on the game.
I'd rather have 60 fps on FPS and fighting games, but on every other genre, I prefer having better graphics, physics, etc. that 30 fps can bring (you have more time for the CPU and GPU per frame to do fancy stuff :) )
The forza polygon numbers are for the "Autovista" mode, and GT ones are for its "photo mode".
You get lower LODs for gameplay (sadly I don't know the number for these)
Actually a CONSISTENT framerate is key for good experience, on my PC (i5 with gtx 970) I love when it's locked at 60 fps, but if it frequently dips to 50, then I turn down some effects to reach 60.
A LOCKED framerate is the most important thing if you want performance. 60 fps with frequent dips to 50 is incredibly annoying, and actually locking the game to consistent 30 fps gives you a better experience in that particular case.
