Sad state of affairs.
I have played so many open world games in the past few years and they are not buggy at all. The once in 50 hrs while questing or items maybe but very rare. Like in the Witcher the only bugs i noticed was Geralts hairs cut rhough some textures in one scene and two minor quests not completing, but those got patched in. Fallout 4 does have performance dips on PC too and I'm on a high end computer. It dips in an odd way tho. Cons...

Geralt has these subtle expressions in the game while maintaining the Witcher neutrality, its awesome. The moments with Ciri where his faces changes just mildly, eyebrow expresses subtly and things like that. Each of those games have done big things for this gen.
Witcher is undoubtedly on a different league.
Fallout 4 is big in almost every way and again while similar to 3 its still a good game.
Halo 5 has this super smooth multiplayer and co-op. Done soooo well.
Forza 6 is just the best racing game out there this gen besides Horizon 2.
Played almost every big title this year and Witcher 3 is clearly the best.
The only true next gen game we've had in almost every way possible. Almost No loading screens, fantastic animations, bittersweet story, fully animated and cinematic cutscenes on almost every single quest(side quests included), dat grapheeeks, the sound, the atmosphere, the super captivating music and the sheer polish of it all. Makes you care so much about the characters by the end of it all.

I have played both and lemme say this LOUD AND CLEAR. THE WITCHER 3 IS A MUCH MUCH BETTER GAME. Fallout 4 is Fallout 3 Remastered.
I so miss the no loading aspect of Witcher 3 and how everything feels fluid and well animated. Fallout 3 err i mean 4 feels almost the same clunky wasteland like last time around.
Witcher 3 bugs dont hamper the gameplay much.
Fallout has a general broken feel. Performance issues, various glitches, i got deathclaws randomly appearing when they are not supposed to.
Witcher is a much more ambitious game, The sheer scale, the world feels much more lived in, with weather, animations, full movement of people moving around, the density of assets is much much higher and the graphical fidelity is much higher.
