It must've been removed after play testing.. i'm sure it was scrapped for legitimate glameplay reasons.
After reading the Q&A with the audio dept yesterday, it would appear that they've gone into great depth in creating location appropriate ambient audio... i imagine getting out the car allows the player 2 experience this, and the possibility of constant music would detract from this aspect of the game.
Or maybe it was conflicting with the other motorists radio s...
