Uhh... the FCC did when they decided to rule over it as a utility. You might be arguing about bandwidth and "throttling" (which there is little proof) but they are not. They completely took over the internet on this fake premise you are worked up about. If you think that's all net neutrality is about then you are only looking at a fraction of the issue.
