Well Phil Spencer says they're exploring the Square Enix relationship and hoping it grows...They could benefit when Square Enix becomes more desperate and starts selling off IPs/Studios.
Square Enix hasn't been doing so well, and considering FF13Versus AKA FF15 has been in development for a while being an endless money sink. While all their Eidos games have been flopping and making small returns.

Owning all platforms (EVENTUALLY) is the best call because then you don't miss out on top games like Zelda/Quantum Break/Uncharted 4/Wild/Halo/Super Mario 3D World/Etc...
MS is building on their EA and Square Enix partnerships this gen. Phil Spencer is pretty confident with Xbox in Japan (Which is unusual)...So perhaps aside from Scalebound MS has something else up their sleeve.
MS is finding studios like Double Helix/Iron Galaxy to make games with the IPs.
Proven teams with experience to revive these franchises.
Building a new studio to be dedicated to Rare IPs would be pointless.
It's hitting 360 early 2015.
