They didn't make an agreement to build the Xbox for them. They agreed to let them use their existing silicone and tweak it for their gaming device as needed.
Sony and Nintendo contribute a lot at during this process and Microsoft used to do it as well. It's developer friendly and can also provide additional forward thinking features.
