I completely agree with the title. It's all about the freedom to do literally anything that made me like GTA in the first place. GTAIV without the DLC is really... restricted. If they brought back many of the things San Andreas had (which im hoping Ballad will do), no one would hate it.
I would much rather them bring back GTA as it was less realistic. (And no phone calls from people wanting to hang out with you every moment of the day please!)
I bet I know the justification on the PC version: "It's coming out november so you should pay $10 more, and we don't want to delay the release by giving out dedicated servers"
