I had the same problem try to go in the north entrance of the strip and says requires key, if you are not hated by the NCR you can go to their camp with the monorail use that to get into the strip then exit through where it requires the key and it should fix it
Haven't had a problem yet either on the 360 version sounds like this guy was just unlucky

If you update to the new OFW, then sure you'll be blocked. Theres a DNS workaround already out that still allows them to connect to PSN by getting around the file that checks for the current firmware
