Hardware just don't get quick revisions like that..... it doesn't work like that. The RAM and CPU can't change or else optimization and porting between PS4 Regular and Pro would be crippled and increasingly difficult. The GPU could get a bit of a better boost but, what Sony did is plenty. The pricetag being how it is is more important. If you want more power? Get a PC, that, or get the Xbox Scorpio, cause it'll be stronger, but the price may not be what everyone expects.
Not to mention, Sony is the brand name that customers know usually push the newest media player. PS1 to CD-ROMS, PS2 to DVD's and PS3 to Blu-ray. PS4 didn't do it, but casual-consumers likely won't understand or even think that Xbox S is 'a cheaper UHD/4K blu-ray player' - Because? PS1/PS2/PS3 at the time were Cheaper CD/DVD/Blu-ray players than the Players-standalone, which helped drive sales.

Only problem though is the fact that statistics at NPD shows that roughly only 8% of Americans own, or have used 4K tech/TV's. And as much as I'd say RE2 and RE3 were the pinnacle of Resident Evil - Look at those sales. RE6 was the MOST SUCCESSFUL FREAKING RESIDENT EVIL GAME EVER MADE. What was it, Over 6 MILLION. For that GARBAGE. Even Resident Evil 4 on PS2 alone didn't sell that many. Resident Evil 5 and 6, arguably the worst of the 'Third Person' version of the RE series, many saying RE4 is their favourite of the 4,5,6 trilogy - but it's the one that sold the worst of the 3.
